Concession Card Bulk Billing Guide for Australians

Bulk Billing GP Home visit Bulk billed
bulk billing and Medicare guide for families

Worrying about the cost of doctor's visits, both general and specialist, ranks highly for most Australians, and even more so for those on a fixed or low income. The national healthcare system is a lifeline to these less fortunate groups through the issuance of certain government concession cards. Learning the relation between your pensioner Medicare status and a clinic's billing policy could really help you limit your expenses when you need to get medical attention.

In the most basic terms, a clinic that promotes concession bulk billing means it will consider the government rebate as full payment for medical services for patients who hold a valid government-issued concession card. Going to such a clinic would mean you wouldn't have to pay the difference between the fees of private and mixed-billing clinics.

For an in-depth understanding of the current rebate scheme available to all residents, please check out our overall Bulk Billing & Medicare Guide.

Still, it should be kept in mind that merely having a concession card doesn't obligate a private medical practice to bulk-bill you. Doctors own private practices and have the right to set their prices. Hence, knowing the differences among the various card types and being able to efficiently communicate your card status to the front desk staff or telehealth provider is very important if you want to have some control over your healthcare costs.

Types of Concession Cards

Key Australian government agencies, in particular Services Australia and the Department of Veterans' Affairs (DVA), issue various cards. Each one caters to a slightly different segment of the population, but in essence, showing any of these cards to a medical provider means the patient is eligible for reduced charges. If you want to know where you stand on the healthcare ladder, you should first verify your Medicare eligibility in Australia.

Pensioner Concession Card (PCC)

This is the most common card in the country. It is linked to people who receive an Age Pension, Disability Support Pension, or Carer Payment. Even many private billing clinics recognise the economic hardship faced by persons with PCCs and therefore offer bulk-billing facilities.

Health Care Card (HCC)

The HCC is usually issued to people on the Newstart Allowance, the Youth Allowance, or those who receive certain family tax benefits. A health care card GP visit can have the same effect as a pensioner visit; many clinics offer fee reductions or bulk-bill such patients to ensure low-income earners can seek medical help in time. If you have dependents under this system, you may wish to learn how bulk-billing works for families in Australia under these concession arrangements.

Commonwealth Seniors Health Card (CSHC)

This is mainly for self-funded retirees who have reached the age of 65 but do not qualify for the pension due to income or asset tests. Regarding consultation fee discounts, acceptance of a CSHC as the basis for full bulk billing of a patient depends solely on individual clinics.

DVA Cards

Veterans and their eligible dependents may hold a DVA Gold or White card. When doctors accept DVA cards, the billing process resembles bulk billing, except that payment is made to the doctor by DVA rather than regular Medicare. Official rules on all card issuance and continued validity can be found in the Services Australia guidelines.

Proof and Verification

You have to be ready to show your eligibility at the time of booking or consultation in any medical practice to receive financial benefits. Just saying you are a pensioner will not suffice.

If you get a daytime appointment or an urgent late-night Home Doctor Visit, you are expected to show your active Medicare card and your up-to-date concession card. Most of the time, clinic staff can access the online system to verify your card's expiry and validity right away. If it has expired, you'll probably have to pay the full price.

Verification is also a must for digital health sessions. Prepare to give the number and expiry date of your concession card when booking an online consultation.

You keep your personal information up to date, and the system also records your concession status correctly for health limit accumulation. Your public subsidy level is quite low when you have a concession card, and the government steps in to help you once you have spent a certain amount on out-of-pocket costs. Figure out how the Medicare Safety Net works. When such protective measures are in place, health inequality is greatly reduced, which is a topic we discuss in our article on bulk billing and affordability.

13CURE After-Hours Operations and Concessions

If you get sick suddenly outside normal business hours, the first thing you might want to do is locate an affordable, accessible doctor. 13CURE acts as a deputised medical service that will come when your usual daytime clinic is closed.

13CURE provides telehealth for urgent cases only and manages non-emergency cases strictly from 11 PM to 7 AM daily. Since your health depends on the continuity of care, it is always better to visit your regular GP for all routine check-ups and non-urgent matters.

To keep our After-Hours Urgent Care functioning and available to those who need it most, the fee structure does not automatically bulk-bill all concession card holders.

For bulk billing, patients from partner practices deputised with 13CURE, infants under 1 year old, and homeless individuals or residents of disaster areas only are considered. Standard Pensioner Concession Card and Health Care Card holders who do not belong to a deputised practice are billed privately. In addition to attending to urgent patients during after-hours, we also see patients privately for Medical Certificates and other related documents. We have a fees and billing guide for full transparency on our invoicing.

Geographic Service Limitations

We aim to deliver fast, urgent virtual care to communities in our actively operational areas. At present, our services operate mainly in Queensland and New South Wales. We suggest using the government's Healthdirect Australia directory for independent advice on locating health services in your area.

No. Doctors' clinics are private businesses. The government may provide financial incentives to doctors who choose to bulk-bill concession card holders. Still, the ultimate decision is with the clinic as to whether they want to charge the patient a gap fee or accept the government rebate as full payment. Learn more by asking, what does bulk billing mean?

The only groups that 13CURE bulk-bills are: infants under 1 year old, homeless people, residents of disaster areas, and patients from our deputised partner practices. If you have a Pensioner Concession Card but do not fit into any of the above categories, you will be receiving a private invoice for the after-hours urgent telehealth service.

Yes, you can get a digital concession card by linking it with the MyGov app or the Express Plus Centrelink app. Receptionists and online booking portals acknowledge these digital versions as legitimate evidence of concession status.
